That’s true until it isn’t. We lose votes because of the seniority system fueled vacancies and some of these are going to be dispositive. Maybe not this time, but sometimes.

They passed their budget today because of the seniority system. The system that protects aging congressman led three elderly Democratic senators to run for reelection and then die in office. We don't have spare votes.
