With some workaround for specific games, yes. I recently learned this in the Linux community trying to get someone to play Undertale without starting Steam. Even then, Steam has an offline mode so unless a game requires internet, most games can be played offline too.

It kinda depends. Turn based? Probably Persona 5 Royal. Action based? Ys 8. Strategy? Fire Emblem or Disgaea.

Steam Deck's pretty good. Though you might have to give up a few games like anything with anti-cheat.

Depends. There is actually a DRM free list for Steam. Pretty much anything that's shared with GOG and Steam are DRM free.

Oh gosh, there's so much. Too much to list. I will say, growing up, Spongebob Seasons 1-3 impacted my life as a gamer since on of my first console games was SuperSponge for the PS1. A mildly janky but fun 2D platformer that introduced cool powerups to solve puzzles.

I know IGN gets a lot of flak in the gaming community, but honestly, this is a pretty solid list. Although imo, you're gonna have to choose between Xenogears and Xenoblade Chronicles 3. While not directly connected, aren't both in the Xeno franchise as a whole?

Nah, DS followed up after Double Dash. The mechanic was dropped for a little while. It needs to come back though.
