With some workaround for specific games, yes. I recently learned this in the Linux community trying to get someone to play Undertale without starting Steam. Even then, Steam has an offline mode so unless a game requires internet, most games can be played offline too.

It kinda depends.
Turn based? Probably Persona 5 Royal.
Action based? Ys 8.

Depends. There is actually a DRM free list for Steam. Pretty much anything that's shared with GOG and Steam are DRM free.

I will say, growing up, Spongebob Seasons 1-3 impacted my life as a gamer since on of my first console games was SuperSponge for the PS1. A mildly janky but fun 2D platformer that introduced cool powerups to solve puzzles.
