I support the bill. Now the house of lords has to pull it apart and build in safeguards the raw bill may have missed. It's probably their most important job in my lifetime.

This is entirely consistent with the way our civil contracts are handed out and managed. Low projected costs and piss poor project management by firms and oversight by government. Never on time and never on budget is the norm. We always pay for it.
