Do you know why this matters? Because the right to suspend habeas corpus is in ARTICLE I, the part of the Constitution which provides powers to CONGRESS. That Lincoln suspended habeas corpus (and retroactively got Congress to agree) doesn't mean it's an inherent presidential power.

This kind of thing, by the way, is exactly why a ten year moratorium on "AI" regulations would be a FUCKING TERRIBLE idea. Without meaningful regulations backing up an ability to sue for damages, there's not much to quickly force these people to stop making harmful tools.
