For example, I read somewhere that we're already equipped to handle the ethical discussions regarding True AI since we've already explored different ways it can proceed through sci-fi writers, and I think there's a lot of validity to that.

Which, ironically considering you wrote this post, is where writers of fiction come in.
You can experience situations like this by putting yourself in the shoes of book characters and examine the consequences of certain choices and policies, without having to actually live those consequences.
