Also, there is a surplus of talented Canadians, incl. many working in the US, that would love to live and work in Canada for their careers. They are arguably a better investment than folks coming from a once rich system, who may pick up and leave when grass is greener in US again.

Oh, that’s interesting. What other grants are needed to apply for other grants? I am only familiar with tricouncil grants.
