Interesting. I think he understands complexities (system's theory) in a way that servant leaders often do not. I've pegged him as a transformative leader (Kotter) with an underlying commitment to public service, based on his experience at the BOC and susbsequent work including his book Values.

I would have agreed with you a few months ago, but a few books made me rethink this. I agree there's a belief (tertiary to core), but survival instincts can trigger learning a.k.a. primal emotional leadership. He’s testing their ability to learn, but any loss would be his failure of leadership.
