Are the AOs getting insight into what the decision makers priorities are, problems that the boss wants solved, an understanding of org's retraints/constraints, and positions of other stakeholders? Personally found knowing these things helped me frame/refine issues and walk the dog succinctly.

The point is I'm concerned there's enough real data for intervention-minded legislators to have a fig leaf for supporting an ill-conceived intervention into MEX and that there may be little appetite in MEX to support joint ops.
