The public disorder here has been carried out by ICE and the President. The shitshow has been performed almost entirely by ICE and the President.
The authority I can think of higher than the President are the Congress (sometimes), SCOTUS (sometimes), and the people (always).

Occasionally think about Trump blaming Musk for any economic troubles, deporting or arresting him, and seizing his assets. Then there would be a "musk day" or something where Trump sends out checks to voters for their "share" of Musks money. Maybe 10 bucks each.

Arguably how the social ills, not the goods, are applied might be more central for a demagogue in the GOP.
After all, if you are trying to corrupt Conservatism, "the government is here to help you" is a harder sell than "the government will hurt you less".
