But endless taxation increases have diminishing returns when the product remains legal.

I ran one of the largest vaping companies in Australia by volume of product sold. We paid our taxes and never sold a drop of nicotine.
I always took a harm minimisation approach and self regulated when there were no regulations preventing me from selling vapes to kids.

Reasoning:
It can be easily transported by sea, without needing pipelines—so if Australia won’t supply it, other potentially dirtier exporters will.
Demand for supply will still exist and someone will fill gaps.
