It has some limited uses that are genuinely productive, but I suspect most of the time it is abused, misused, or used as a toy. From what I can see, it's starting to look unlikely it will ever be effective enough to justify the cost.

A portion of American films are shot on soundstages in the UK and have been for a very, very long time. Tim Burton, Star Wars, and Marvel Studios, to name recent examples. The film industry is a global industry. I don't see how it will be improved by cutting off its arms.
