Yes - in my limited experience using Bike Share Toronto, when I have a problem it's usually either an empty station where I want to start a ride or a full station where I want to end a ride. Other problems, like mechanical issues, are less common.

Earlier this month I took VIA to shoot a video that I've had in mind for a while, and every time I looked into booking tickets I was disappointed by how airline-like it was. Also, the CAA 10% discount in the corridor turned out to be closer to 3% as it doesn't apply to the lowest fare.

I'd argue the goal should be to have multiple bikes and multiple empty slots so that whether you need to pick up or drop off a bike, and whether it's a busy day or not, the closest dock will have what you need. Impossible to guarantee, challenging to do, but IMHO a good target.
