It’s both. Some breeds are more dangerous because of temperament and power. Bad owners are often though not exclusively drawn to dogs who carry this threat. You can’t ban people though so banning dangerous breeds remains a good idea.

if I ran the world I’d start by legislating on new products needing to meet criteria on whether they really are worth the environmental cost to manufacture. And gradually making all “stuff” more expensive. It would reduce fun and frivolity which is a little sad but better than dying as a race
