yes, that's right. This is not seen as a major priority for those on financial shoestrings and it creates a large preservation gap.
I should also say that I believe that for-profit publishers have perverse incentives when it comes to digi-pres. All content carries legal risk and its permanence

I suspect that had more to do with their preference that you *only* apply for *any* job through them, to ensure they secure their recruitment fee. The idea that you would wish to apply for any roles they have not put you forward for is anathema.

I went to one of the very first "Open Access" information sessions held in London by a scholarly society after the research councils brought in their OA mandates. (Yes, I'm old.) The session focussed on "protecting researchers" while still being compliant.. outright advocation of CC BY-NC-ND.
