What would be the political gain? This contradicts the party’s platform, and puts Carney in a bad light. There is no political upside to this.
Bureaucracies are led by politicians, but they are run by career bureaucrats. This may be someone trying to offset an overrun on a different line item.

Most likely an ill-informed policy change by a mid level bureaucrat. Neither the PM nor the finance minister would be looking at such a detailed line item in a departmental budget during the middle of an election, while also fighting off a trade war.
This will no doubt be reversed.

You’re confusing two different things. First past the post determines a majority. If nobody gets past the post, the most seats forms the government.
Seat splitting will only result in the Conservatives winning. The only party that can stop that is the Liberals.
