Hard agree. Relief from extreme threat state is a powerful reward. He is most powerful when others are in max turmoil and he can pick when/how to deal out relief. He has no care about harm to others, only the power he gets by postponing harm. When nothing awful is about to happen, he has no power.

I'd love to see empathy have a cultural moment like inner monolog or the mind's eye: when people suddenly realize, "Wait, you have a NARRATION track in yr head?", "Wait, you can SEE things in yr imagination?", "Wait, you DON'T cringe or cry when a stranger gets hurt?" (ofc they're all spectra)

No matter how many times they hear about false positives vs false negatives, most people will stop after one test and just use the results. They will also firmly believe that "I used the same test on everyone" makes it fair

I'm guessing the detainees also lack "body armor or other gear that would be appropriate in the case of an attack." Seems important.
