It actually makes things simpler for transit agencies. They spend a significant amount of money in administrative costs to keep track of fares (accountants, handling money, etc.).

Unless you're used to it, or are paying _very_ close attention to signage (which is sparse to put it charitably), it's very easy to go 30-35mph because that's what it "feels like" it should be.
