Jaxxon debuted in 1977 and, although Bucky was created around that time, he didn't appear in print until 1984. Bucky's co-creator Larry Hama originally pitched him to DC and I've read that he considers similarities between the who characters to be coincidence, and I have no reason to doubt him.
