1. Donald Trump wishes out loud for illegal acts, but doesn't actually give an order. So he doesn't break the law.
2. Usually no one does anything about it.
3. Sometimes, however, a staff person follows through on his wish. His will is done, but the crime is theirs.
The top level litigation requires lots of resources but can create a predicate for State charges against individual participants.
Hope some will have that courage!
