Nonzero chance some students got detained in the process and are stuck. Gunaydin in Minnesota comes to mind in particular. A federal judge overseeing his detainment denied release (indirectly) because the govt's reason for holding him changed, but the judge sounded skeptical.

But an ongoing harm. Students who took flights, w still revoked visas, uncertain if they can return. With a looming threat of a ‘new system’ - does that mean they go through this again? The legal fees that some students paid, broken leases, lost jobs. It’s not ‘over’ for those impacted
