Ho could technically force them to go through with the case, but it's rare. Here's hoping.
Any rational defendant wants charges dismissed "with prejudice", i.e. permanently. No one wants to live under that threat. "Nice personal liberty you got there, Eric."

The way I see it, Ho has to be weighing
denying the dismissal because it's good on the merits and disallows bribery of Adams,
or w/ prejudice to avoid federal blackmail of Adams.
I don't see w/o prej. as likely.
