Good luck! From what I have heard, already awarded contracts must be honored unless you are in specific violation of the contract. But of course the ability to fight in court is resource dependent and lengthy. I'm hoping they receive a barrage of lawsuits.

IANAL and don’t know about the impoundment act but pretty much every foreign assistance award includes a provision that allows for cancellation if it no longer lines up with USG priorities.
I mean there are going to be hundreds? Thousands? of cases. Seems like a pretty clear case of breach of contract Have you heard of anyone planning lawsuits?
