The funny thing about this is that there is a good chance that comic villain type people are behind this.
It is probably a plot to poison the water supply so that some corporate executive can make massive profits off of his bottled water/drinks company.

I'm still thinking about the time Nestle actually lobbied to get rid of clean water regulations simply because Nestle makes a fortune off of selling bottled water and bottled drinks, since it maintains numerous bottled water brands and drinks that it has monopolies over.
