This argument would make sense if there was some natural progression from banning TikTok to banning US-based social media. But there isn't because those aren't the forces at play. In practice, it just leads to a tighter propaganada environment in the US.
“It’s impervious to other kinds of pressure/regulation” is also actually a *good* reason to shut it down? “This company doesn’t have to give a shit what Congress thinks” is genuinely a bad situation and it makes sense that Congress would respond with “oh yes the fuck it does”

The law has nothing at all to do with the First Amendment. Regulation of foreign media ownership goes back many decades
