CalTrans spends $23B/yr on highways. They can pay for the rest of it easily if they actually reallocated funding away from highways according to the legislature's VMT reduction targets passed in SB743 in 2020.

There's no point in doing this work if they can't just tell all the local towns and other rent seekers to fuck off, no more bribes, no more idiotic design choices, they're starting construction now in a direct route that makes sense. CA has given no indication they have any interest in doing that.
