To be fair to our governments, expecting them to react just based on Putin's 2007 Munich speech was a tall order. BUT it was normal to expect them to react to the Russia-Georgia War of 2008.
So, in my view the fair judgment would be to say that Western Europe squandered 17 years of clear warnings.

We have lost 3 years by all accounts and there is no sense of urgency in old Western Europe.
