To be fair to our governments, expecting them to react just based on Putin's 2007 Munich speech was a tall order. BUT it was normal to expect them to react to the Russia-Georgia War of 2008.
So, in my view the fair judgment would be to say that Western Europe squandered 17 years of clear warnings.

We have lost 3 years by all accounts and there is no sense of urgency in old Western Europe.
Some will rightly say we have lost 11 years. Others will say we have lost 17 years and finally the old school Kremlinologists will say no, we have lost 18 years since Putin's 2007 speech
