UA army still oriented Westwards. Its comms/command penetrated by Moscow.
Why volunteers so effective until regular Russian army intervened at Ilovaisk. And then Debaltsevo.

No real mystery, two very different geographic locations and two very different situations.
Germany joined NATO. Need for army.
Japan 100% protected by USA, no need/permission for army.
Both decisions made sense back then - now, no.
