But then I looked at the Budget start dates. Those, as you know, are set at the time of initial (competing) award. This most recent batch of NoA are late, in the sense that their start dates are 2/01, 1/01 and even 12/1 or 11/1. So I looked at all Type 5 NOA issued after Jan 1.

There are a LOT of 11/1 and 12/1 starts, something like 60 issued before 1/20/2025. I think we chalk this up to CR behavior, until I have a chance to look at prior FY. Then we get to a chunk of maybe 50 or so awards made 1/1-1/3 for 1/1 starts, roughly speaking on time.

another 250 PIs had to sweat out their 1/1 renewals throughout 1/6-1/27. No doubt the sweatiest were the ones from 1/21 onward. Interestingly, these were exclusively 1/1 starts. It's worth pointing out that IMLE, NOA for non-competing years typically arrive *before* the start date by a week or so.

Nothing funded in Feb until 2/12 and I count some 41 Type 5 NOA in Feb for starts 1/1. More sweating it out.

Reinforcing my comment above about normative issuance, about 887 Type 5 were issued throughout January for the 2/01 starts. Nb.: I don't know how the collective ICs' grants management set Cycle I dates. It is not impossible that 2/1 is much more common than 1/1 or 12/1 because of the CR inevitab'ty
