Yes, not sure about Norway. In Finland the whole carbon sink was mainly created by forestry. Massive forest areas were regenerated during 1950s and 60s, and tree growth was improved e.g. through breeding.

Yes, let's say good decisions were made in the 50s and 60s. Do we, today, get to take credit for those decisions? And were those decisions based on maximising carbon uptake in the 2000s? If you want to take 100% of the credit for that, then you need to take 100% credit for the recent declines.
But that question should be asked at the national level, it does not concern forestry only. Is it correct to take a credit of decisions that were (accidentally) made in the 50s and 60s and use those credits to offset present day fossil emissions?
How about more credible CDRs? At the moment, I think CDRs should not be used as an argument for continuing to emit fossil emissions. We need to go below net neutral emissions, and CDRs have intrinsic value in achieving that goal.
