Civilian Mariner is a WG (Wage Grade) excepted service employee of the Department of the Navy/DOD who performs their duties aboard government owned and operated (USNS) ships. Military Sealift Command operates the Navy's auxiliary fleet for replenishment of the fleet at sea.
I don't know it for a fact and not making any claims here. I've been retired for 4.5 yrs and nuked my FB account last summer so don't have any inside track with formers. But these clowns that would fire NNSA workers wholesale wouldn't have a problem with "low productivity" CivMars lol
in summer of 1987 as a midshipman I spent time on both a USNS supply ship and a USS supply ship.
USNS with CivMars had <1/2 the crew and Got Shit Done Safely much MUCH better than the Navy crew on the regular Navy supply ship.
But either way, Hegseth has no understanding of the Navy (or most of DoD)
