As someone who has read almost all the Horus Heresy books, the entire Primarchs series, and more: The most normal is Jaghatai Khan.

When I say that Jaghatai Khan is the most normal, what I mean is Jaghatai Khan is the only fucking normal primarch. The only one. He's the only one with any common sense or reasoning abilities. That's his 'crazy', it's that he's the only sane person in a galaxy of mad men.
