Maybe, maybe not. My guess Putin wants attrition to make Ukraine weaker before suggesting a ceasefire. I don't think it will work at this point. Zelensky and Ukraine are getting better at hitting Russian infrastructure and Russia's attempts at holding off economic hurts are failing.
