They called the vote when they did because at that moment there were more Democrats than Republicans in the room, and they had a chance to win it. When the full committee is present they can't request the vote again because the Republican chair will block it.

When you are dealing with a situation as grave as this, an elected official has a responsibility to maintain situational awareness, to be available for any committee or floor activity that may arise.

Serious question here: is there a parliamentary procedure reason for the abstention? I know in some committees, it is hard or impossible for someone who voted for a failed motion to bring that motion up again for consideration. But abstainers have more leeway. If the motion was failing 20-20 anyhow?
