Defense quadrantal reports from twenty years ago IDed climate change as one of the top three destabilizing effects with a direct effect on world stability. Nearly ten years ago, another study showed over half the DOD bases were vulnerable to climate change, including Norfolk, West point and thers.

The other point on energy is that the DOD is a major consumer of fuels so more efficient use of energy is consistent with the mission as refueling is dangerous and going to be challenging in a distributed conflict in the Pacific. Efficiency & supporting innovations in energy make strategic sense.

On the margins, the services paid lip service to the top level priorities of the last administration on climate mitigation but it was mostly about looking for ways to electrify non-tactical vehicles. There was never any discussion of sacrificing the mission for climate goals.

Where it made strategic sense to pursue efficiency and alternative energies on strategic grounds, the Department was pursuing that. The Department was also bolstering onshoring of critical minerals and battery technology to reduce reliance on China. That's driven by strategic concerns not climate.

Have worked on some of these projects and there is a huge disconnect between rank and file who see the quite obvious strategic need for efficiency/electrification and our Orwellian leaders who won’t even say the words “climate change.” So dumb.

As much liquid fuel as DoD consumes in its tactical vehicles/aircraft/ships and on its installations, its potable water requirements dwarf all those fuel requirements. Without potable water, DoD's personnel will be unable to function for long. Climate change will affect potable water availability.

Another vulnerability for DoD is the industrial base supply chain given that first/second/third tier suppliers/and so on are located throughout the U.S. and other areas around the world. Some of these locations are as vulnerable to climate change effects as DoD's installations.
