I'm not terribly shocked about it because I literally *grew up* with this in an early NAR church (& honestly my *own* series of shocks has been to the effect of "holy *fuck* I grew up in a hate group that dabbled with terrorism, advocated genocide, and has folks who tried to overthrow the US govt")

Part of the point of legislation like this is similar to what was done with "doorway code bills" targeting women's clinics

Basically the intent is to make requirements to dispense birth control SO legally arduous that companies forego doing it at all, or legally *CAN'T* provide it to patients

And the ref to the "doorway code"--a lot of states, before Dobbs, passed a flurry of bills heavily regulating any providers of abortion services--including, notoriously, requirements doors be a specific (nonstandard) width or they could shut down a women's clinic for being out of code compliance

(They also had a lot of other requirements like that an ambulance be on site at all times, that an admission agreement be signed with a hospital operating room (no hospital in the US will do this because of the risk of Christian Nationalist terrorism, too much legal liability risk), etc.)

And the whole purpose of these was that they could shut down a women's clinic ENTIRELY if the doors were found to be an inch too wide or an inch too narrow, or that there wasn't an ambulance on site (even if hospital only a block away), the purpose was to make it legally impossible to operate

And the reason mifeprex requires in-office visits in states that still allow medical abortion is also part of it (make it SO much of a PITA, and put doctors dispensing at SO much risk of literally being targeted for RL harm, that nobody will do it)

The major Christian right orgs in Iowa have for years now been opposed to efforts to make birth control more accessible--on the false grounds that birth control pills are "abortifacients" (they are not). (2019)

The US Supreme Court has already gone there on IUDs and emergency contraception. In Hobby Lobby, the court's majority took at face value the religious (not medical) claim that that 2 types of IUDs and 2 types of EC were abortifacients. (Thanks, Alito.)
