1/ Yes, cfc for any breach of contract over 10k. Slowest fed ct in the country, not required to report statistics re pending cases, time on the docket, etc like fed dist cts. There is no way cfc can handle the volume that’s coming. Fun fact: on DoJ side these are handled by the programs branch and

The worst is we essentially pay contractors to do staff augmentation, in other words, doing civil service work at bill rates around $300 per hour. The actual contractor may make something like $40-60 per hour.
