That's their uniform in YoRHa Girls (F squadron of YoRHa), akin to a sailor one like they have in some schools in Japan. No.9 is not a scanner but a healer unlike 9S, making her 9H technically:), I highly recommend watching the play it's beautiful and the acting is excellent♥️
