And I think there's a decent chance of Thune doing just that and using Democrats in the minority as cover as much as possible to prevent a primary from his right. Senators are more vulnerable
There are a lot of procedures and rules based on precident in Senate, but I think they're backed up with more than personal honor and integrity.

if congress decides it actually does work that way, that's bad. I don't think they'll go along with it though.
