UBI is not free. Neither is BGI. For every NIT plan, there is a UBI plan that costs the exact same amount.
LVT for the bulk of govt. spending (infrastructure, defence, social services, etc)
Then all revenues from GST + resource/tech licenses/fees go to a Citizen’s Dividend/UBI. Tying it to sales tax provides a real inflationary link to economic activity (like GBI).
Just to add an item to the list, I like the idea of UBI implemented as an annuity paid out from a deposit based on expected lifetime earnings (necessarily less than productivity). This is currently ~$9,000,000 - a yearly annuity from just half is ~$75,000, a stress-eliminating level of income.
