Little unusable pieces of soap are annoying but I never know when to quit. They should make a bar soap with a smooth rock center so you know when it's over.

Throw them into an old blender after the pieces are dried and chop them up and put them into a jar with some small amount of dish soap. Makes for good shop soap. And if you want it gritty, just add a teaspoon of clean sand to help remove grease & oil. 🤓
I crochet soap sacks which recipients seem to enjoy. I think I’ll crochet a soap sack for myself to keep the small pieces of soap to use in the bath or shower.
I haven't done this, but I seem to recall knowing someone who would take those bits of soap, and smash them into an amalgamated bar, regardless of the original color
- Buy new bar of soap
- Use water to get both pieces of soap wet (new and old) and stick them to each other
- Rub against the part with the old soap stuck to it, first
- After a few uses, problem will be solved without wasting anything
Or even better, soap filled with a hidden exfoliating glove. You simply wash away the soapy entrance on the bottom of the glove, insert your hand like you're stuffing a bird, I imagine, and clean away. I expect to hear from your people in the morning.

Instead of a rock make the center out of soap, but a different color, like a warning indicator. When all you have left is the other color soap it’s time to throw it out.

When the bar of soap gets too small, grab a new bar.
Get both bars wet.
Push the tiny bar into the new bar, molding it to match the shape.
Rub your finger rapidly back and forth across the gap between the 2 soaps. It will foam up. Push the foam underneath. All around. Let dry. Done
