I think the Hoyo site actually has a feedback section that lets you send longer messages or something. I did it one time and also sent feedback through their usual surveys, but that's another way I did it too

If no major in game events happen that require a lot of voice lines from Sean (acting as Diluc), then they will likely not move to replace him. Just conjecture based on how they have been acting so far towards VAs and the strike.
