I would argue it is others, his supporters, who enable him. His stupidity only becomes an issue when people agree to his stupid. Imagine a barroom drunk spouting off - and now they voted him into the WH. That's on them.
The idea of Trump is of course to make Canada to have nothing, just an attached territory like Puerto Rico.
Just enough for Trumps friends to be sent appropriating the resources, but not enough to have a say in US politics.
