First of all, the letters are necessary because they get issues onto the congressional record and often serve as evidence in future lawsuits. Second, nothing Bernie Sanders has ever done or said has deterred the violent will of a dictator. He talks a lot but he does nothing.

Laughs at subpoenas, Ignores court rulings, Uses the DOJ as a weapon, Deports citizens, Cracks down on protest, And criminalizes basic freedoms.

You’re not going to stop it with parliamentary niceties.
While people write letters, they’re making congress irrelevant.
