Yes. Fascists still require a state bureaucracy & the Schreibtischtäter (desk lieutenants) to undertake their directives. The Reich bureaucracy was one of-if not-the largest at the time. Collective punishment is a means through which they ensure the bureaucracy, law makers, & the public fall in line

Contrary to popular belief, fascism is not revolutionary. It destroys democracy from within, taking advantage of weaknesses in the system made more so by the weakness of collaborators in positions of power within the system.
