Illegal immigrants are obviously subject to the jurisdiction of the U.S. by the very act of being here within or border. Duh!

Nowhere does the Constitution grant the President authority to interpret, nor is this a criminal matter.
I honestly couldn't begin to speculate, and that is very sad.
A decent starting point if you're looking for something to do would be call your senators, if you have Dems, and demand they replace him with somebody who has a semblance of a spine in no uncertain terms.
