Why isn't the saved amount obligated amount - outlayed amount rather than current award - obligated? A Fed contract can be "terminated for convenience" before the obligated amount is payed out if the work hasn't been done.

An example of where your methodology causes a problem. The obligated amount is the same as the current award, so the savings according to your site is $0. If the contract hadn't been cancelled, ~$20M would have (eventually) have been spent. But there weren't any outlays, so the savings is $20M.

There's also costs associated with work stoppages for whole agencies, with firing/rehiring, whatever they are paying DOGE staff/Musk expenses (Air Force One etc.), severance packages, etc. AND the lost revenue from the IRS etc. Not to mention lost social and financial value from canceled work.
