Wife is not a citizen. ICE can detain non citizens in a state, a territory, anywhere within the US. Wife got detained. She had no visa/was undocumented. Applying for a visa does not give her any status. She didn’t get legal advice or didn’t follow the advice to “lay low”. Happens often.
