Foundations give money and grow money for future grants. It is all spent at once, what happens for future needs? Compare to the Musk Foundation which on the other hand has been criticized for failing to meet the IRS requirement of donating at least 5% of its annual earnings

Quite easily, in fact. As with all such charities, less than 5% of the Gates' foundations donations are legally required to go to charity work of any kind, and of that 5%, they also pay employee salaries. He owns the foundation. He can do with the money as he pleases.
Of course they pay salaries of foundation staff and contractors. Those are necessary operating expenses. An example Gates using foundation resources as a personal bank would be great.

No tax means no help for us all. Governments using it for wars & vanity projects is not the sign of a healthy society.
