When FOI was introduced to great fanfare, we were FOI trained to recognise FOI requests and answer them promptly and fully .. within a few years, FOI training stressed the reasons that FOI requests could be refused and how to redact as much content as possible from those answered.

As someone who answers a lot of these, the vast majority are asking for almost incomprehensible information and data. Not to mention how long it takes to decipher and respond to them. I'm all for open government, but I've always said if you wanted to ddos a council, that's how you'd do it.

I can see why it would be low when transitioning from one administration to the next. But I feel someone has wasted a fair bit of time on a story of no consequence.
