I’m certainly not misremembering. I was educated in Manchester in the 70s/early 80s. At our school, we paid ‘subs’ into the school fund, eg 10p a week. Even when Thatch took the milk away, Manchester Education Committee defied her and made sure we had it. We also didn’t need to wear uniform.
Just curious where the easing is for people who don’t increase a drain on society by procreating, oh we only value them, which is why my wife was told she had to get my permission to have decisive birth control methods.
Most excellent Libdems in coalition win, for all younger children to get FSM. The income threshold needs to rise for eligibility though imo- it is so low as to effectively exclude a great number of children who really need it.
possibly but sometimes Universal costs the less than creating a bureaucracy of policing the have and have nots and it creates economies of scale. It also means if you suddenly fall into the needy category there isn't a time lag for help
possibly I don't know enough about the economics but universality is a good principle for certain benefits. We don't ration healthcare and the same should apply to food,

So why not focus on helping them?
You don't address poverty by spending billions giving free food to the children of middle & high earners

The cost of universal FSM is phenomenal whilst extra admin savings are negligible
The cliff edge is always there, but could be mitigated by widening access to everyone claiming UC & introducing community eligibility
